The Deputy Program Manager (DPM) reports directly to the Program Manager (PM) of the State Department Bureau of Diplomatic Security, Anti-terrorism Training Assistance (ATA) Program.
The DPM has primary responsibility for overseeing the operational activities of personnel employed in the Program Management Office and at the ATA Training Sites abroad and assists the PM control costs, remain within budget parameters and such other duties and responsibilities as may be delegated by the PM.
Primary
Responsibilities:
Assists and advises PM and the site managers on all matters pertaining to operations management of the programs Assists and advises PM on all matters pertaining to financial management of the program; Establishes contract performance measurement criteria that ensure performance tracking against strategic and operational objectives, goals and targets Ensures the PMO and the ATA Training Sites are continuously staffed with qualified persons; Develops and implements strategic and tactical improvements to create profitability, competitive advantages and customer value Coordinates with Olgoonik Development Shared Services and other subsidiaries to obtain required support as needed Ensures company policies, programs and information are communicated and implemented appropriately Completes special projects and performs other duties as assigned by the Program General Manager Assumes duties of the PM in absence of the PM Domestic and international travel required up 10% of the time Supervisory
Responsibilities:
Has supervisory responsibilities for management, professional, technical, clerical, and labor staff within the ATA contract on a day-to-day basis.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or
Experience:
Bachelor's degree in Business Administration, Program Management, Construction Management, Logistics Management, or closely related field or ten years' experience in the preceding activities is acceptable in lieu of the bachelor's degree Five years' experience managing a support staff; either in the military, as a government employee, or as a contractor to the government Knowledge, Skills, and Abilities:
Must be proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software.
Must demonstrate a good attitude and ability to work as a member of a Team.
Position requires self-motivation and the ability to work effectively under a minimum of supervision.
Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.
Demonstrated ability to manage logistics operations, maintenance activities, or transportation support operations for DOD, other federal agencies, state, or local governments.
Working knowledge of the FAR required to be proficient in this position Thorough understanding of strategic planning/strategic management, project costing, operations analysis and financial modeling principles and techniques.
Thorough understanding of government contracting procedures and contract management.
Ability to recruit and retain high quality employees.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
